I'm wondering if I'm reading your question wrong. Do you simply need to create two Gmail accounts? This can be done by logging out of your current account, and by selecting the option that allows you to make a new account on the login page. Several Gmail accounts can be managed by one user. If this is not what you meant, please elaborate.

Yes of course, when you sign up with Gsuite, you can create other email accounts and manage them as your email account is admin account. All email accounts from your organisation can be managed there.
