Pixel 2 Root Problem

I'm trying to root a Pixel 2 and I've gotten to the task of flashing a factory image. I'm getting the error message "FAILED (Remote: Flashing is not allowed for Critical Partitions) "
Can anybody help explain to me what this means?

I think its about the system partition, the access to the partition is halted probably because it still locked or encrypted. Can i ask what software you are using for rooting? Also if you are flashing, do use a communication box?
